Sierra Leone: Consultant for training on project cycle management and proposal development

BACKGROUND

Solthis is Sierra Leone is currently implanting the Empower Project, a Health Systems Strengthening (HSS) initiative funded by the French Development Agency (AFD) and City of Paris. This project is contributing to reinforcement of civil society in exercising the right to health in Sierra Leone through activities under three results which are: (1) Capacities of PLHIV to exercise their right to health reinforced; (2) Capacity of healthcare workers is reinforced to provide good-quality care; (3) National environment and institutional capacity is reinforced to ensure the sustainability of the project results reinforced.

Under the 1st result, Solthis works in close collaboration with NETHIPS, the Network of HIV Positives in Sierra Leone, a Sierra Leonean organization created in 2006 to coordinate and strengthen support groups for PLHIV and plead their rights. To fully fulfil its role, NETHIPS and Solthis have identified that operational and organizational capacities should be empowered. Building NETHIPS capacity on how to design projects and write winning proposals is part of our agreed training plan.

Therefore Solthis is looking for an experienced consultant or a certified training institution to conduct a 5 days training in Freetown, Sierra Leone. At the end of the training, NETHIPS trained Staff should be able

1. Understand the project cycle

2. Know how to search for donors to target and assess eligibility criteria to submit a proposal

3. Understand the major steps of project design and be able to design a simple project

4. Have a good understand of project design tools (results frameworks, proframes and M&E Planning) and be able to develop them

5. Know how to elaborate a concept note and full project proposal (including appendixes such as action plan, logical framework, budget)

SPECIFIC TASKS

  • The consultant/Institution is expected to:
  • Define the modules and share with Solthis for approval prior to the training;
  • Share the training plan;
  • Detail the logistics arrangements related to delivering the training; including travel arrangements;
  • Conduct training at Solthis Office in Freetown the week of the 11th of December 2017;
  • Share the training evaluation/ feedback/ outcomes;
  • Share any recommendations on motivational and inspirational actions to keep trained staff momentum with acquired knowledge and skills.

DELIVERABLES

  • Training modules, plan and travel arrangements documentation.
  • The consultant/ training institution will provide feedback and recommendations of the way forward to keep the training outcomes momentum. This will include pre-training and post-training feedback by the participants to the training.

TIME TABLE

  • This consultancy is for 5 working days from 11th to 15th December 2017.
  • The training will take place in Freetown Solthis office the week of the 11th of December.

MINIMUM CRITERIA FOR SUBMISSION OF PROPOSAL

  • The consultant is expected to demonstrate that it has a track record of no less than five (5) years of experience in providing capacity building to Not-for-profit organizations
  • The consultant should also list the capacity building actions implemented so far, with reference of the clients.
  • The consultant is expected to display:

-Practical experience in Project Cycle Management, Proposal writing;
-High sensitivity to Human Right and Health issues;
-Good interpersonal and management skills;
-Strong conceptual and analytical skills.

  • The consultant should have Bachelor‘s Degree (masters preferred) in Project Management or related field from a reputable university.
  • Experience on trainings implementation in low income countries
  • Experience with CBO in low income countries
  • Strong communication skills in English;
  • Ability and willingness to travel to the field in Sierra Leone.
  • Computer proficiency in Power Point presentations.
  • Attachment of all supportive documents which would prove consultant institution capacity.

PREPARATION OF THE TECHNICAL PROPOSAL

Your proposal should include the following at minimum.

  • The CV of the main consultant;
  • Your understanding of the Terms of Reference
  • A Module for each of the different and complementary components of the training
  • A Training Plan; methodology and foreseen logistical arrangements;
  • Proposed comprehensive budget to cover all the training requirements;
  • Availability.

PREPARATION OF FINANCIAL PROPOSAL

  • The financial proposal should list itemized details of costs associated with the training.
  • Should express all proposed costs in Euros (EUR).

CONTRACTUAL ISSUES, PROCEDURES AND LOGISTICS

  • Solthis and the consultant will enter into a contract highlighting the terms and conditions of the consultancy including payment modes.
  • The consultant travel costs (to and from Freetown) as well as accommodation while in Freetown will be provided by Solthis.
  • While working in the field, the consultant will be provided with office space in the offices of Solthis
  • Training logistics would be provided and organized by Solthis

OTHERS

  • The consultant will work closely with Solthis CSSO.
  • All relevant documents should be submitted to the Solthis Sierra Leone upon completion of tasks both in hard and soft versions.
