Context

Solthis is an international medical NGO which aims at improving access to care for people in limited-resources settings. Its action is based on three modes of intervention: Health Systems Strengthening, Operational Research and Advocacy, with methodology based on multilevel & multidisciplinary approach: Care services delivery (medical and paramedical staff, midwives, therapeutic educators and psycho-social workers, etc.); laboratory (technicians, etc.); pharmacy (procurement, logistics supply chain teams, pharmacist, etc.); the health information system; and lastly the coordination bodies.

Project Summary

This position takes place in the OPP-ERA Project (http://opp-era.org).

OPP-ERA’s innovative solution aims to improving HIV-1 monitoring by increasing access to routine, affordable VLTs and HIV -1 Early Infant Diagnosis in LMICs. It contributes to global momentum, putting in practice UNAIDS 90-90-90 Strategy commitments and the WHO “Treat All” guidelines. OPPs (open polyvalent platforms) are appropriate for low- and middle-income countries and are high performing. The open nature of the platform allows for new suppliers of complementary components of the platform to enter the market and increase competition. The project aims to stimulate a sustainable supply of OPP quality components and create a shift in the current market dynamics.

The project goal is to increase effective coverage of optimized HIV/AIDS-related tests (VLTs, EID) and demonstrate polyvalent use (TB, HBV) in LMICs. Within the project, we intend to significantly contribute to the scaled-up access to key HIV-related diagnostics in the four project countries (Burundi, Cameroon, Cote d’Ivoire and Guinea), in complementarity to other technologies (integrated platforms and POC).

The project outcome is an increased use of OPPs for VLT and EID at the global level. By increasing access to quality VLTs and EID and providing tools to help other countries effectively use OPPs, we intend to contribute to the scale up and global use of OPPs, broadening the OPP market. In this way recipient countries can choose the most appropriate diagnostic solution according to needs. Therefore the market impact is expected on both the supply and the demand side.

The project is managed by a Consortium composed of ANRS, Expertise France, Sidaction and Solthis.

Position summary

The specialist will be working 20 billing days on the Phase 1 Order for the 4 implementing countries in collaboration with the consortium.

The Procurement Specialist will:

  • Manage and coordinate ordering procedure to supply the Project’ 4 countries :

o Assess stocks situation and finalize the quantification for the next coming months

o Lead the transactional procurement with the supplier

o Coordinate the deliveries planning with local team.

Phase 1 ends on the 31st of July 2016.

In order to prepare the Phase 2, the Procurement Specialist should be working on the following items for a maximum billing days of 40 days. Phase 2 should start on August 1st 2016.

  • Assessing the existing logistics system to identify its strengths and weaknesses and determine how it should be redesigned.

  • Designing the logistics system, including:

o An efficient procurement system that: (1) encourages fair competition; (2) ensures separation of duties; (3) is transparent; (4) is open.

o An internal control mechanism for separation of duties in procurement, so that one person is not responsible for more than one aspect of the procurement process. Identifying different people to: (1) invite bids, (2) evaluate bids, (3) award tenders, (4) pay suppliers, and (5) take physical custody of goods.

o Accountability mechanisms in place to ensure that the principles and procedures of procurement are enforced.

o Defined authorization levels in the procurement process.

o A logistics management information system (LMIS) (e.g., tools and processes for managing information).

o An inventory control system for country use (e.g., stock levels and procedures for resupply and assets).

o Procedures for storage and distribution.

  • Developing standard forms to be used at every stage of the procurement process documenting financial approval (confirming availability of funds) and procedural approval (logistics approval based on procurement plan), developing forms and procedures for the 7 steps:

  • SR (Supply Request)

  • SRO (Supply Request Order)

  • RFQ (Request For Quotations)

  • CBA (Analyse the quotations received)

  • SRP (Raise Request for Purchase)

  • PO (Raise Purchase Order)

  • GRN (Goods Received Note)

  • Developing standard forms for LMIS, for inventory control (stocks and assets register) and for storage and distribution.

  • Developing a Procurement Manual and Standard Operating Procedures (SOP) manual based on the designed procurement system, providing instructions about how to use the system and which describes the roles and responsibilities of all participants in the system. Clearly outline procurement process and procedures in SOP (covering documentation required; segregation of duties; level of authorization; thresholds for invitation for quotation, call for tenders and conflict of interest policy).

  • Developing SOPs for LMIS, inventory control, storage and distribution.

Profile

Education

Master’s degree (Pharm D/Public health/Health Logistic) and a minimum of 8 years’ experience in Procurement and supply chain management.

Knowledge, skills & abilities

· Knowledge of public health policies and management

· Experience in procurement (Quality Assurance, Policies and Procedures)

· Experience in resource-limited settings

· Fluent in English and French
